The Institute for Public Accuracy published a report today about the leaked engineering assessment from the Organisation for the Prohibition of Chemical Weapons investigation into an alleged chemical attack in Douma, Syria which directly contradicts the findings of the official OPCW report on the matter. Until the unauthorized release of this internal document the public was kept entirely uninformed of its existence, despite the serious military consequences of the questions it raises; the official story that the Syrian government had dropped chemical weapons in Douma was used to justify an airstrike on Syria days later.
MIT professor Theodore Postol provided IPA with a basic analysis of some of the data in the engineering assessment, adding that he “will have a much more detailed summary of the engineering report later this week.”
“A second issue that is raised by the character of the OPCW engineering report on Douma is that it is entirely unmentioned in the report that went to the UN Security Council,” Postol concludes after his analysis. “This omission is very serious, as the findings of that report are critical to the process of determining attribution. There is absolutely no reason to justify the omission of the engineering report in the OPCW account to the UN Security Council as its policy implications are of extreme importance.”
“A leaked OPCW document challenges claim that Assad used chemical weapons in Douma in April 2018, the basis for US military strikes,” tweeted journalist Aaron Maté of the new IPA report. “So far, Western media has ignored it, w/ only exceptions at the margins. Ted Postol is a leading expert; this should be impossible to ignore now.”
Hours later, the US State Department issued a statement once again accusing the Syrian government of using chemical weapons, and now when you search Google for information on chemical weapons in Syria, the results you get look like this:
So that’s convenient.
The State Department’s release actually reads like a government trying to regain control of an important narrative. It begins with an unsubstantiated allegation of a chlorine gas attack by the Syrian government this past Sunday, and warns that the US and its allies will respond militarily if chemical weapons have been used. It condemns the Syrian government’s offensive to recapture the Al Qaeda-occupied Idlib province, then veers off into sheer narrative management, accusing the Russian government of lying about the White Helmets and citing the OPCW as a trustworthy source of authority:
Russia’s recent allegations against the White Helmets and others are part of a continuing disinformation campaign by the Assad regime and Russia to create the false narrative that others are to blame for chemical weapons attacks that the Assad regime itself is conducting. Similarly, on November 24, 2018, the Assad regime and Russia attempted to fabricate a chemical weapons attack near Aleppo and blame it on opposition forces. At times, Russia and the Assad regime have made these false allegations as a pretext in advance of the Assad regime’s own barbaric chemical weapons attacks.
The facts, however, are clear: the Assad regime itself has conducted almost all verified chemical weapons attacks that have taken place in Syria—a conclusion the United Nations has reached over and over again. The former Organization for the Prohibition of Chemical Weapons (OPCW)-UN Joint Investigation Mechanism repeatedly verified and reported the Assad regime’s use of chemical weapons. The Assad regime’s culpability in horrific chemical weapons attacks is undeniable.
As I wrote the other day, the fact that the OPCW kept the engineering report from receiving not a whisper of attention severely undermines the organization’s credibility, not just with regard to Douma but with regard to everything, including the establishment Syria narrative as a whole and the Skripal case in the UK. Everything the OPCW has ever concluded about alleged chemical usage around the world is now subject to very legitimate skepticism, and now the State Department is trying to use this same dubious source in its narrative control campaign against a government long targeted by the US empire for regime change.

“Assad once again proving he’s either a total fool or just the biggest troll in history,” Off-Guardian tweeted sarcastically in response to the State Department’s allegations. “In the midst of the scandal over the OPCW repressing evidence that the Douma chemical attack was staged, Bashar just goes and does another one.”
“The US can’t attack Iran so it’s going to unleash its impotent rage on Syria,” tweeted journalist Sharmine Narwani. “One false flag CW attack by US-trained terrorists coming up.”
The notion that the Syrian government would use chemical weapons at this stage in the game is even more nonsensical than it was at the time of the Douma allegations in April 2018. President Bashar al-Assad has recaptured far more territory from the western-backed extremist factions, the eventual full recapture of the nation by Syria and its allies is a foregone conclusion barring direct military intervention by the US empire, and now the western imperialists are even beginning to lose the narrative war as well. There’s no reason to believe Assad would use chemical weapons at this point in the game unless you sincerely believe that he gains some sort of sexual gratification from committing war crimes that is so powerful it overwhelms his most basic survival instincts.
Chemical weapons, particularly chlorine gas, are not an efficient way of killing people. As Moon of Alabama once put it, “Chemical warfare is ineffective. That is why everyone agreed to ban it.” There is nothing about chemical weapons that is inherently more horrific than, say, nuclear weapons; the difference is that they’re just not a very efficient way of killing a large number of people, whereas nuclear weapons are. The Syrian government and its allies have been securing military victory after military victory over the occupying militias which had taken over large territories, and they have been doing so using far more effective conventional munitions. Assad would stand absolutely nothing to gain and absolutely everything to lose by using chemical warfare now.
A leaked OPCW document challenges claim that Assad used chemical weapons in Douma in April 2018, the basis for US military strikes. At this point you almost wish America would just pick a target and stick with it. The US war machine is like a belligerent drunk at a pub with a broken bottle in his hand, menacing customer after customer while everyone silently prays he has a few more drinks and passes out on the floor. From Iran to Venezuela to Syria and more, the agenda to bully all the world’s nations into allowing themselves to be absorbed into the blob of the US-centralized empire is causing conflict after conflict all around the globe, with devastating consequences for the civilians caught in the crossfire.
You may be certain that Syria remains a geostrategically crucial location for the empire because they keep working on manufacturing consent for interventionism there. They work to manufacture that consent because they need that consent; if everyone saw their government doing horrific things they widely disapproved of, the illusion of freedom and democracy would be shattered, and they’d lose their ability to propagandize the masses. Without the ability to propagandize the masses, they could not rule.
So the good news is that we can slow them down by using truth to disrupt their use of their narrative control arsenal. The bad news is that they’re as depraved and determined as ever.

Just one correction, Caitlin, to ‘…the eventual full recapture of the nation by Syria and its allies is a foregone conclusion barring direct military intervention by the US empire, …’. The Golan Heights will not be re-taken by the Syrian Army. Israel wants that land because it has no intention of remaining one of the geographically smallest countries in the world, Israel has few natural resources whereas the Golan is resource rich, the area is already covered by occupiers (euphemistically known as ‘settlers’) and the US military would certainly be used to keep what Israel has already taken. Full recapture of Syrian territory? I can’t see it.
Tenzin Kalzang / May 22, 2019
Thanks Caitlin! US-Israel and the bankers in the background – it’s all about wealth and power and narrative distortion as you say so well.

Regardless of what one wants, the world operates on natural laws, which can be abused, violated, ignored, but not without consequences, and the longer one operates in contention with nature, the greater the destruction when Nature ends the game.
As a professional Marine, as a professional mechanic, technician, student of science all my life, there wasn’t a moment I could believe even the opening sentence of charges against the Assad government.
I built better, more efficient bombs, as a “one digit midget”, at seven or eight, culminating my personal study of chemistry with nitroglycerin, with delayed detonation, for safety. That was fourth or fifth grade.
As far as “the white helmets” Russia doesn’t have to demonstrate their lies, the simple fact they show up to “chemical attacks” in flip-flops, demonstrates their acting, the fact they’ve used the same “victims” several times would get any journalist loud and proud, except that they support the lies.
We can with this war on truth, we have to simply outlast the bastards, and good people, with heart, always outlast those with only intent, no moral fiber, only their physical strength to sustain them. I loved Martin Luther King, because he was so effective, yet perfectly in tune with right and true. I respected Malcolm X, because he stood for blacks doing their own choices and choosing to stand, independent of whites, opposing.
Both JFK, and Robert were assassinated by the CIA, because John was ending Vietnam, “the South is no more moral than the north”, and couldn’t be allowed. Dr. King, because he was winning, same executioner, as was Malcolm X, and Robert Kennedy, because he was going to fully investigate his brother’s death, and expose what has finally, only in the last year or so, demonstrated to be true, again, the CIA the culprit.
Those willing to research, and post the truth, are the sole means of overcoming blatant propaganda, lies, deliberate deceit. Only if a “large minority” comes to conclude, “the truth is important enough to set aside everything else”, is there any chance of saving our country, and breaking its criminal ways.
Of course if we can’t, I suspect the next war we engage, will be sufficient to bring about our downfall, only the world holding enormous volumes of dollars, keeps us “relevant” in the world, and with some leverage. Having Pompeo and Bolton actually help our cause, they demonstrate the worst of U.S. policy, and make fools of themselves in doing so, garnering ridicule around the world.
If a bunch of independents can’t change things, we at least did what was possible, and didn’t back down from the challenge. Courage is knowing one is lost, but charging anyway, because it must be done, and no one else is stepping up. Even as we fight, I love life, because of the fight, as much as because of life. In the Bible, it asks, “if salt loses its saltiness, what can be done?”, it can only be discarded, and replaced.
We’ve lost all connection with principle, law, and reason, what is left is irrational, foolish, and force. We’ve become the greatest colony of bacteria, ever formed, and are an enemy of the world.

John, did you ever hear of George Kennan? He was an influential US VIP for several decades. He said the following only four or five short years before the end of the Soviet Union.
“Were the Soviet Union to sink tomorrow under the waters of the ocean, the American military-industrial establishment would have to go on, substantially unchanged, until some other adversary could be invented. Anything else would be an unacceptable shock to the American economy.”
At the time he said it, Kennan meant EXACTLY what he said, and ever since the USSR’s collapse, Kennan’s prediction has been time and time again PROVEN to be amazingly prescient. What we average people have a DUTY to fully realize and fully appreciate is that what Kennan said is EVEN MORE TRUE TODAY than it was in Kennan’s time.
After the USSR collapsed to “The Russian Federation”, the US LITERALLY had no other choice than to CONTINUE its rampage around the world. But economic “things” started to go off the rails in 2007. Elite VIPs Paulson, Greenspan, Ben Bernanke, etc. were ABSOLUTELY CORRECT when they said that the ancient financial system (of a microscopic percentage of the population owning the vast majority of wealth and capital equipment for their own astronomical profit) would have “failed” had those VIPs not done what they did. By failure I mean that that microscopic percentage would have suffered massive losses on their investments; that many of their major banks would have gone out of business and many of the Elite would NOT have been able to remain the Elite.
Most importantly of all, the US’s perpetual wars in support of USD hegemony would have had to come to a screeching halt along with its catastrophic effect on, again, the US’s war-based economy.
So the president before Trump and the bone-ignorant US Congress Of Morons literally forced future US taxpayers to rescue the Elite; the Elite have remained the Elite; the Too Big To Fail (TBTF) banks were officially born and the US’s global war of USD hegemony has continued unabated ever since.
It is important to fully realize and appreciate that perpetual war and FIAT, FIAT, FIAT, printed-out-of-thin-air USD (NOT gold-backed USD) go hand in hand, because domestic and foreign mercenaries paid by fiat USD now REPLACE US-citizen-draftees. Should those mercenaries “lose confidence in” USD, US citizens and their children are going to have to fight and die around the world for USD/corporate hegemony.
Unfortunately for humanity, what those very few human beings did to rescue the Elite and the TBTF banks was even worse that the actions of Nixon ending gold-based currency and Carter’s “Carter Doctrine”. Those panicked, impulsive actions steered the traditional whatever-you-want-to-call-it system into what is now essentially a worldwide laboratory experiment, or as Lord Jacob Rothschild bluntly put it in 2016,
“The six months under review have seen central bankers continuing what is surely the greatest experiment in monetary policy in the history of the world.”
As incredible and ridiculous as it may sound, the model — the experiment — that the increasingly-desperate Elite are trying to foist onto the people of the world all boils down to one thing. Humanity’s ultimate purpose is to SERVE the TBTF banks (more specifically, the Elite that runs and profits from them), NOT THE OTHER WAY AROUND — THE WAY THAT THINGS USED TO BE BEFORE this ongoing experiment.
Not so subtly, the Elite are telling us that in order for “us” to avoid yet another “financial crisis”, the Elite’s TBTF banks must FIRST have absolute control over each and every THING and each and every PERSON on planet earth and that WE are going to have to pay THEM a lot more money for their services.
Experimental negative-interest-rate policy along with their necessary experimental abolishment of cash, are a last-ditch, now-fully-conscious effort by the inheritance/investment-owners to strip-mine some more profit from the no-inheritance owners, thus momentarily delaying the need for yet another astronomically-expensive and destructive war.
But unfortunately, almost as if by the intentional design of an “invisible hand”, even all of these desperate, experimental measures CAN NOT and WILL NOT garner enough profit for the Elite’s centuries-long accumulation of inheritances/investments. When the panic-inducing pressure of impending loss on those investments inevitably becomes too great for the whatever-you-want-to-call-it present system to contain, the world will once again explode into full-scale, all-out war — this time, nuclear war, which will, this time around the “business cycle”, truly be the war to end all war. At least its end will come very fast. The mass die-off will take just a few more weeks.
The total loss of INDIVIDUAL citizens’ privacy and liberty to an increasingly-secretive, tyrannical, intrusive, inquisitive, lawless, ruthless government/Elite are the inevitable domestic collateral damage caused by that Elite’s “foreign” policy. Foreign policy has “come home” and become domestic policy. “Threats from within” are becoming the focus of the Elite’s experimental national security state. Part of that “threat” is willing or unwitting agents of foreign powers — antiwar candidates, for example.
The wars of USD/corporate hegemony and supporting MSM propaganda machine, as well as various Fed-funded hand-outs to keep the serfs in a semi-comatose, manageable state, are astronomically expensive, but all Jerome and Mario’s not-so-invisible hands have to do is hold down their computers’ “0” keys for longer and longer periods of time and all of the Elite’s invoices will magically get paid and their wealth infinitely increased.
So here’s the US’s new, completely-experimental economic system in a nutshell. Jerome (etc.) holds down the “0” key for longer and longer periods of time; the TBTF banks get bailed out by taxpayers time and time again; the US national debt skyrockets and the US’s printed-out-of-thin-air-USD-funded MIC literally terrorizes the rest of the world into accepting those “dollars” as payment for their REAL goods. Any nation that does not comply with US diktat or fails to accept fiat USD as payment for its real products either has its government replaced or is reduced to stone-age chaos.
The TBTF banks’ protective political insulation is very thick and the number of Jerome’s (etc.) fiat money is infinite, so, unfortunately, it’s beginning to look like the one and only thing that will stop the US’s new, politically-unstoppable, “whatever it takes” perpetual-war/TBTF-bank-based economic EXPERIMENT will be a nuclear strike undertaken by one or more of the ever-increasing number of nations who are being victimized by it.
Now, what good does it do me to state my narrative and what good does it do to anybody who actually “believes” my narrative? Absolutely none, because what is desperately, desperately needed is a “narrative” that describes an ALTERNATIVE “arrangement” to the one we live in now — one that describes a day to day, “better” economic system/matrix in minute detail. It’s going to take a lot more than reporting “truth” to save humanity from itself.
Although a description of reality is a necessary first step to explain why reality must be changed, it is what follows that realization that is IMO most important. The commenters/admirers here need a GOAL to shoot for AFTER they eliminate the Elite.
Again, the millions of people employed by the MIC and its spin offs already understand very well that their vote for an anti-war candidate is a vote for their own unemployment. Therefore, they’re going to be sticking with the “Russia/China are bad” narrative as “truth” and ignore alternative narratives that actually express reality. They’ll bet their and their children’s lives on the US conquering the world without any blowback from the ones their weapons are killing rather than experience certain unemployment. That’s reality. That’s how bad things are. Is it entertaining to know these things? You tell me.
Orlando / May 22, 2019
Very succinctly put Ish.
The goal/solution is I think is quite simple.
“Turning swords into ploughshares”
The US Navy had a recruiting slogan :” A global force for good.”
If this was actually the primary directive of the Armed Forces of the Anglo-Zionist Empire and acted in good faith and abided by International Law, humanity would actually have a chance.
However the crux the matter is implementing a massive restructuring of the war economy which entails a massive “change of heart” by the rulers of the empire. Which unfortunately seems unlikely unless their is mass global uprising of humanity saying that enough is enough from their craven leaders whose only loyalty is to the altar of mammon.
Christian Zionist, Jewish Zionist and Social Darwinist are inbred with racist imperial colonial thought patterns that have been continually reinforced through propaganda for centuries now. The equality of humanity is a non starter in their minds.
Sociopaths and psychopaths are cultivated in our current system because in the false belief that “competition” is what brings out the best in humanity instead the actual visible truth of cooperation.
A Scientific American article in 2010 gives a convincing argument on why humans have come to be the dominant species on the planet.
What we as a collective society of humans have been force fed is best summed up by Margaret Thatcher “there is no alternative”. In other words, plebs and serfs, don’t even try to think outside the box.
It should be the imperative of every good and knowledgeable parent to raise their children not to accept this false doctrines. And through slow generational changes in thought patterns we may bend the arc of human history toward equality and justice.
Ishakabibble / May 22, 2019
Well put, Orlando. The problem is that “crunch time” is upon humanity right now. IMO, there isn’t time for slow, generational change.
Spanky / May 23, 2019
Wow Ish, what’s gotten under your saddle blanket? Good rant tho.
Two points — you do realize that shortly after WWII CFR member George Kennan wrote a memo describing a “containment strategy” for the Soviet Union which formed the basis for the Cold War and thus continued U.S. war production (founding the MIC, essentially)..
So, yeah, he’d be an expert on why the U.S. would need a new Manichean Devil after the Soviet Union’s demise.
And second —
“… what is desperately, desperately needed is a “narrative” that describes an ALTERNATIVE “arrangement” to the one we live in now — one that describes a day to day, “better” economic system/matrix in minute detail.” — Ish
So describe it… and I don’t mean that facetiously. But it’s not gonna be at a day-to-day level of minute detail. Altho some broad outlines are possible:
— massive infrastructure projects — energy, roads, water/sewer, pollution cleanup;
— import tariffs to protect fledgling consumer manufacturers;
— re-orient agriculture from export-based to self-sufficiency model;
— and more, much more…
But after 75 years of a MIC / Fed / Wall Street war economy, that will require:
** Wall Street — City of London ties cut;
** Wall Street (stock, commodity, futures and bond markets) as it now exists dismantled and restructured;
** almost all current international trade agreements and treaties be nullified and replaced;
** the Fed abolished and a Constitutional monetary standard implemented;
** tax system rationalized and made politically neutral;
** most all “charitable and tax exempt” foundations be abolished;
** most all large corporations and banks broken up to end monopolies;
** default on almost all U.S. government debt (at least that considered “odious”)
** and so on…
Not trying to rain on the parade, but describing that level of change will require that the current elite, their banks and corporations be completely removed from power. And there is currently no plan for that… nor can there be, since that would involve a conspiracy to overthrow the government.
mike k / May 22, 2019
Relentlessly putting the truth out there like Caitlin and many others are doing may often feel useless, given the wall to wall propaganda that citizens are immersed in. But these efforts are important strands in the complex efforts to resist Empire and industrial madness.

Really? I can’t recall it being useful in the past. It was the opposite of the truth that won the Australian election last Saturday. The truth has kept Assange in prison. Truth is what the ‘big boss’ says it is. It’s a lie told often enough. But I admire your optimism as much as your erudition, style and intellect. Thanks for your columns, they are a valuable addition to ‘the truth.’

A series of chemical weapon attacks in March and April 2013 was investigated over the next few months by a special UN mission to Syria. A person with close knowledge of the UN’s activity in Syria told me that there was evidence linking the Syrian opposition to the first gas attack, on 19 March in Khan Al-Assal, a village near Aleppo. In its final report in December, the mission said that at least 19 civilians and one Syrian soldier were among the fatalities, along with scores of injured. It had no mandate to assign responsibility for the attack, but the person with knowledge of the UN’s activities said: ‘Investigators interviewed the people who were there, including the doctors who treated the victims. It was clear that the rebels used the gas. It did not come out in public because no one wanted to know.’
You have to remember that the CIA was invented for the purpose of fighting Soviet “disinformation” with US disinformation, and has been practicing this for 70 years.
